This place is the secondary cemetery, the Damned’s Rown where Pif put Unresting, werewolves and others slaves of the Witcher he and Angie kills or find dead in the Bayou.
Even if he doesn’t have the authorization to bury them in the cemetery, Pif doesn’t like leaving them without a proper tomb.
